The Proposed Improvements on Carnegie Avenue from East 55th Street to East 79th Street will Include:

  • Complete asphalt resurfacing, including full and partial depth pavement repairs where needed.
  • Reconfigure/Narrow the roadway under the NS RR overpass.
  • Removal of excess sidewalk to create treelawns to increase vegetated areas, improving corridor aesthetics, downstream water quality, and neighborhood walkability.
  • Replace sidewalk, ADA-compliant curb ramps and drive aprons as necessary
  • Reconstruct catch basins and reset utility castings as necessary
  • Replace 5,000 feet of water main and install new connections, valves, and hydrants.
  • Replace Traffic Signal at the East 71st Street Intersection.
  • Remove Traffic Signal east of the East 77th Street Intersection.
  • Addition of two median and midblock Pedestrian Crossings with Rectangular Rapid Flashing Beacon within the project corridor.
  • Install new high visibility pavement marking and signage.
  • Relocate and consolidate poles when possible (utility pole owners).

Project Features

Many hours of planning and community involvement have gone into the corridor to date, much of which was documented in the 2019 Carnegie Avenue Master Plan TLCI Report.  The scope of the current Carnegie Avenue project involves rehabilitating the existing transportation infrastructure and repurposing the existing curb-to-curb pavement, including water main replacement through the corridor.  Traffic Signal and Pedestrian Crossing recommendations discussed in the TLCI report and being implemented with this project are listed below.

PROJECT WORK SCOPE - Carnegie Avenue

Complete Street and Safe Design Requirements:

  • The pavement resurfacing project on Carnegie Avenue extends from East 55th Street to East 79th Street, approximately 0.96 miles.
  • The existing asphalt surface will be removed, the underlying pavement base will be repaired, and new asphalt will be placed in two courses.
  • Reconfigure/Narrow the roadway under the Norfolk Southern Railroad overpass.
  • Americans with Disabilities Act (ADA) compliant curb ramps will be installed at crossing street locations as needed
  • New thermoplastic pavement markings and signing will be installed throughout the corridor.
  • Repairs or replacement of non-compliant street curbs, sidewalks and drive aprons as needed.
  • All crosswalks within the project area will be restriped with new thermoplastic pavement markings.
  • Ladder-style thermoplastic pavement markings will be added at two median and midblock Pedestrian Crossings with Rectangular Rapid Flashing Beacons (RRFB) east of East 65th Street and west of East 77th Street.
  • Removal of excess non-compliant sidewalk to create treelawns to increase vegetated areas, improving corridor aesthetics, downstream water quality, and neighborhood walkability.
  • Working with Urban Forestry, trees will be planted at select locations

Stakeholder Involvement and Plan Development:

  • Followed Engineering & Construction policies and procedures.
  • Held Public Meeting on May 10, 2023 to discuss design features and solicit public comments.
  • Additional Public Meeting anticipated to be held in October 2023 prior to project sale date.
  • Pre-construction meeting to be scheduled prior to construction start. Anticipated to be held in January 2024.

Maintaining Traffic

While the improvements are being constructed along Carnegie Avenue, traffic will be maintained through the use of part-width construction methods (contractor will build one side of the road, while providing a travel lane on the other side of the road) and through the use of detour routes.  Two-lanes in the westbound direction will be maintained at all times. A one-way, eastbound, detour will be implemented and described in detail below. Access to all properties and side streets will be maintained at all times.  Construction will happen in two phases described and shown below. 

PHASE 1 - MAINTENANCE OF TRAFFIC

As seen in the exhibit below, during Phase 1 of construction, the contractor will build the south side of the road while maintaining westbound traffic on the north side of the road. The work zone (where the construction is happening) will be separated from the travel lanes by orange barrels. Access to all properties and side streets will be maintained at all times. Eastbound traffic will be detoured using East 55th Street, Cedar Avenue and East 79th Street.

PHASE 2 - MAINTENANCE OF TRAFFIC

As seen in the exhibit below, during Phase 2 of construction, the contractor will build the north side of the road while maintaining westbound traffic on the south side of the road. Similarly, access to all properties and side streets will be maintained at all times. Eastbound traffic will be continue to be detoured using East 55th Street, Cedar Avenue and East 79th Street.

DETOUR ROUTE

The exhibit below depicts the Eastbound detour route to be utilized during construction. The work zone is shown in Yellow and the Directional Arrows and Detour Route is noted in Blue. The detour route will be signed so that drivers are able to successfully navigate around the construction zone, using Cedar Avenue.

Note: Detour route to be the same for both Maintenance of Traffic phases.

Lane Configuration

Carnegie Avenue - Typical 5-Lane Section

The rehabilitated corridor will continue to maintain two-lanes in each direction along with a Two-Way-Left-Turn-Lane. Median islands and Crosswalks to be added between East 65th Street and East 69th Street & East 71st Street and East 77th Street.

Carnegie Avenue - Under the Norfolk Southern Railroad

Carnegie Avenue will be reduced to three-lanes approaching the Norfolk Southern Railroad Underpass. One-lane each way and a Two-Way-Left-Turn-Lane will be maintained at this location. As a result, drainage improvements will reduce incidents of roadway flooding at this location.
