Proposed Improvements on Carnegie Avenue from East 9th Street to East 21st Street and East 28th Street to East 55th Street will Include:

  • Complete asphalt resurfacing, including full and partial depth pavement repairs where needed.
  • Removal of excess sidewalk to create treelawns to increase vegetated areas, improving corridor aesthetics, downstream water quality and neighborhood walkability.
  • Replace sidewalk, ADA-compliant curb ramps and drive aprons as necessary.
  • Reconstruct catch basins and reset utility castings as necessary.
  • Replace 1,200 feet of water main and install new connections, valves and hydrants.
  • Replace traffic signals at the East 36th Street and East 46th Street intersections.
  • Remove traffic signals at the Prospect Street intersection.
  • Install new high visibility pavement marking and signage.
  • Relocate and consolidate poles where possible (utility pole owners).
  • Convert Prospect Street between East 46th Street and Carnegie Avenue to a one-way westbound street.
  • Convert East 46th Street between Prospect Street and Carnegie Avenue to a one-way southbound street.

Project Features

Many hours of planning and community involvement have gone into the corridor to date, much of which was documented in the 2019 Carnegie Avenue Master Plan TLCI Report.  The scope of the current Carnegie Avenue project involves rehabilitating the existing transportation infrastructure and repurposing the existing curb-to-curb pavement, including partial water main replacement through the corridor. Recommendations discussed in the TLCI report and being implemented with this project are listed below.

Allowance will also be made in the design and construction of the project for future works to be delivered by ODOT as part of the Innerbelt Modernization Plan between East 9th Street and East 21st Street. ODOT's work near the intersections of East 14th and East 18th Street is currently scheduled to occur in 2026. During this time, The City will focus their efforts on the East 28th Street to East 55th Street portion of this project to avoid conflict. Coordination with ODOT will continue for the duration of the project. See "Maintaining Traffic" tab for additional information.

Project Work Scope – Carnegie Avenue: East 9th St to East 21st St and East 28th St to East 55th St

Complete Street and Safe Design Requirements:

  • Pavement resurfacing and rehabilitation on Carnegie Avenue from East 9th Street to East 21st Street and East 28th Street to East 55th Street.
  • Existing asphalt surface will be removed and the underlying pavement base repaired as required before placing two courses of new asphalt.
  • Repair or replace non-compliant curbs, sidewalks and drive aprons as needed.
  • Install Americans with Disabilities Act (ADA) compliant curb ramps at crosswalk locations as needed.
  • Install new signage and thermoplastic pavement markings along the two upgraded corridors.
  • Replace watermain between East 9th and East 14th Street.
  • Reconfigure Prospect Street to eliminate two-way traffic and reduce skew at a dangerous intersection.
  • Convert E 46th Street to one-way traffic between Prospect Street and Carnegie Avenue

Stakeholder Involvement and Plan Development:

  • Followed Engineering & Construction policies and procedures.
  • Public Meeting to be held in July 2025 to present design features and solicit public feedback.
  • Pre-construction meeting to be scheduled prior to construction start. Anticipated to be held in late Fall 2025.

Lane Configuration

Carnegie Avenue – Between East 9th Street and East 21st Street

The resurfaced section of Carnegie Avenue between East 9th Street and East 21st Street will retain the existing road cross-section, which generally comprises two-to-three through lanes in each direction plus turn lanes. Minor road alignment changes are proposed on the southern side of the corridor from East 14th Street to East 21st Street to tie in to the proposed works to be delivered by ODOT as part of Group 3 of the Innerbelt Modernization Plan.

Carnegie Avenue – Between East 28th Street and East 55th Street

The resurfaced section of Carnegie Avuenue between East 28th Street and East 55th Street will retain the current five-lane cross-section, which includes two through lanes in each direction and either a Two-Way Left-Turn Lane or a left-turn-lane at signalized intersections. The left-turn lane into East 46th Street will be removed with the conversion of East 46th Street to one-way (southbound only) traffic.

Prospect Street East 46th Street

Prospect Street will be reconfigured between Carnegie Avenue and East 46th Street to be one-way (northbound) only, with the southbound lanes removed and replaced with an enlarged treelawn. Southbound traffic on Prospect Street will be redirected to East 46th Street.

The existing signals at the Carnegie Avenue/Prospect Street intersection will be removed and the intersection geometry reconfigured to reduce the skew angle and provide for a safer westbound right-turn movement.

Due to the reconfiguration of the Prospect Street intersection, East 46th Street will be modified as follows:
  • East 46th Street between Carnegie Avenue and Prospect Street to be one-way, southbound only. The right-lane will provide a right-through-left combination movement. The left-lane will provide a left-turn-only movement onto eastbound Carnegie Avenue.
  • East 46th Street between Prospect Avenue and Prospect Street to be one-way, northbound only. This is to accommodate traffic displaced by the reconfiguration of Prospect Street and remove conflicts and potential queueing at the Prospect Street/East 46th Street intersection.

Maintaining Traffic

Two-way traffic will be maintained along Carnegie Avenue while the project is being constructed through the use of part-width construction methods whereby vehicles will travel on one side of the road while the contractor closes the other side for work. 

Consequently, no detour routes are required and access to all properties and side streets will be maintained during construction.

Phases 1 and 2 - East 28th Street to East 55th Street

As shown below, Phase 1 of construction would occupy the southern side of Carnegie Avenue with one lane in each direction provided on the northern side. Barrels will be provided to delineate the edge of the construction zone. This work is scheduled to occur during 2026, to reduce conflicts with the ongoing ODOT project.

Once construction of the southern half of the road is complete, Phase 2 will be introduced during which one eastbound and one westbound lane will be provided on the southern side of the road while construction works are underway on the northern side as shown below.

Phases 3 and 4 – East 9th Street to East 21st Street

A similar construction strategy will be implemented for the works between East 9th Street and East 21st Street. During Phase 3, the contractor will occupy the northern side of the road while two new eastbound and one temporary westbound travel lanes are provided on the southern side as shown below. Watermain replacement between East 9th and East 14th Streets will be completed during this phase. Dedicated turn lanes will be provided at appropriate intersection locations.

Once construction of Phase 3 is complete, traffic will be switched to two temporary eastbound lanes and one new westbound lane on the northern side of the road as shown below.

Comments received and documents presented at the July 29, 2025 Public Meeting will be posted here. Responses from the design team will be provided to comments as required.
